Higher Education Reform Experts' Events
The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) had the honour to organize the technical assistance mission: "Competency Based Learning" that took place online on Zoom, on 17/12/2020.
The workshop was held within the framework of activities of The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) and the Support and Promotion for Higher Education Reform Experts (SPHERE).
The workshop aimed to Explore the EU system for CBL and methods of implementation. develop the skills to transfer learning Objectives and Competencies into Programs, Modules and Curricula, introduce Assessment Models to CBL and apply Quality Assurance measures to CBL.
The workshop was animated by Prof. Em. Dr. Chris Van Keer, KU Leuven, Leuven, Belgium, in addition to Egyptian experts in higher education.
The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) had the honour to organize the technical assistance mission: "Intergration of Technical and Vocational Tracks in Higher Education"
that took place online on Zoom, on 31/8-1/9/2020.
The workshop was held within the framework of activities of The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) and the Support and Promotion for Higher Education Reform Experts (SPHERE).
The workshop aimed to define the impacts on Technical Higher Education degrees on employability, provide guidelines for career guidance and job placement of vocational education graduates, establish the relationship between industry and vocational education and encourage lifelong learning and open tracks for horizontal and vertical mobility in the Vocational track.
The workshop was animated by Prof. Klaus Trimborn, Ministry of School and Education NRW, Germany and Mr. Lixingzhi, Director of International Education Department, Beijing Information Technology College, in addition to Egyptian experts in higher education.

The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) had the honor to organize the technical assistance mission:
"University Teacher Support"
that took place at the Faculty of Engineering – Ain Shams University, on July 25th 2019.
The seminar was held within the framework of activities of The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) and the Support and Promotion for Higher Education Reform Experts (SPHERE).
The seminar aimed to highlight the importance of continuous teacher development, adopting new technologies in Higher Education.
The seminar was animated by Joan Tomàs Pujolà, University of Barcelona; in addition to Egyptian experts in higher education and was attended by Egyptian universities staff (public and private).
The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT)had the honour to organize the technical assistance mission:
" Strategies for the Establishment and Management of Technological Incubators in HE Institutions : Boosting Added Value in National Industry"
that took place at the faculty of Academy for Scientific Research and Technology, on March 27th and 28th 2019.
The workshop was held within the framework of activities of The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) and the Support and Promotion for Higher Education Reform Experts (SPHERE).
The workshop aimed to shed light on means to customize/appropriate an EU model of a Technological Incubator to the Egyptian context, identify the different strategies and means for establishing technological incubators in higher educational Institutions and define the added value to the national economy by establishing technological incubators in Higher educational institutions.
The workshop was animated by Prof. Jaume Valls Pasola - Professor of Management - Business Departament - Faculty of Economics and Business - Universitat de Barcelona; in addition to Egyptian experts in higher education.
The workshop was attended by high level of Egyptian universities staff (public and private)
The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) had the honour to organize the technical assistance mission:
"Student-Centered Learning (SCL) in practice"
that took place at the faculty of Engineering – Social Club – Cairo University, on February 27th and 28th 2019.
The workshop wass held within the framework of activities of The Higher Education Reform Experts (HEREs) and the National Erasmus+ Office – Egypt (NEO-EGYPT) and the Support and Promotion for Higher Education Reform Experts (SPHERE).
The workshop aimed to generate awareness about SCL, discuss benefits and challenges, learn about the condition for building SCL system and role of different parties and review real case studies of SCL implementation.
The workshop wass animated by Prof. Bernold Hasenknopf, Sorbonne Université
Institut Parisien de Chimie Moléculaire; in addition to Egyptian experts in higher education and fundraising in Egypt: Prof. Youhansen Eid, President of NAQAA, Prof. Mohamed Salheen, HEREs member - Faculty of Engineering – Ain Shams University and Prof. Walid Seif, Faculty of Engineering – Ain Shams University.
The workshop was attended by high level of Egyptian universities staff (public and private).
Emerging entrepreneurship skills & Technical Education in South Mediterranean Countries
1st & 2nd November 2018
Technical Education is one of the top education priorities in the participating countries. As it has been clearly mentioned in different constitutions (such as; in 2014 Egyptian constitution- Item 20). Reforming and/or modernization of technical Education is one of milestones in strategic goals set by the National Authorities in all participating countries.
Current threats/hurdles in south Mediterranean countries:
Youth unemployment in the MENA region stands at 31% [The Future of Jobs and Skills in the Middle East and North Africa by World Economic Forum]
Low enrolment in technical education as compared to that in universities.
Boosting Implementing Entrepreneurial Education (EPE) is lagging policies.
Poor Technical Education environment to build skilled graduates.
The desired Learning Outcomes are :
At Policy level
Promoting EPE strategy
Adoption of the EPE concept and activities
Promoting regional cooperation
At Institutional level
Building capacity and motivating staff.
Constituting partnerships with all stakeholders.
The event is organized under the auspices of Aswan University in cooperation with the National Erasmus+ Office – Egypt in line with the Higher Education Reform Experts Group Activities and will take place in Mövenpick Hotel, Aswan from 1 to 2 November 2018.

at the faculty of Medicine – Conference Hall – 5 – Alexandria University.
The workshop is animated by Prof. Mohammad Lotfy, Vice President of Cardiff Metropolitan University for International Affairs; Dr. Riham Bahi in addition to Egyptian experts in higher education and fundraising in Egypt.
The workshop aimed to enhance institutional capacity for internationalization practices and activities; developing policies and procedures for internationalization on institutional base; promoting international regional and international network active engagement and partnership development; improving the capacities of the universities’ communities for intiating and procedding in internationalization activites; raising awareness about the importance of working through an institutional internationalisation strategy and identifying different concepts and activities of internationalisation.

What is Internationlisation of HE
Within the framework of activities of the Higher Education Reform Experts (HEREs), the National Erasmus+ Office – Egypt (NEO-EGYPT), and the Support and Promotion for Higher Education Reform Experts (SPHERE); a technical assistance mission took place on 18th and 19th of December 2017 entitled "Comparative Perspectives: Faculties of Education Reform" at the American University in Cairo.
Within the framework of the Education Sector Planning Committee of the Supreme Council of Universities on the project of developing the faculties of education in Egypt, this workshop aimed at reviewing the mature international experiences in order to complete the vision presented as a "guiding model for the development of faculties of education".
The workshop was animated by Prof. Dr. Leena Krokfors; University of Helsinki, Finland; in addition to Egyptian experts in higher education and fundraising in Egypt.
The workshop was attended by representatives of Egyptian Universities, Ministry of Higher Education, The Supreme Council of Egyptian Universities.

Within the framework of activities of the Higher Education Reform Experts (HEREs), the National Erasmus+ Office – Egypt (NEO-EGYPT), and the Support and Promotion for Higher Education Reform Experts (SPHERE); a technical assistance mission took place on October 23rd & 24th: "University Fundraising".


The workshop was animated by Prof. Tatyana Koryakina, Expert in Fundraising for Universities and International Relations in Portugal; in addition to Egyptian experts in higher education and fundraising in Egypt.
The workshop aimed to discuss the importance of finding, different methods for funding, different types of giving and/or donors for universities, success stories in European & Egyptian Universities for Fundraising Activities, setting up an institutional fundraising strategy and structure, writing a successful fundraising proposal.
The workshop was attended by representatives from the Ministry of Higher Education, The Supreme Council of Egyptian Universities, The National Authority for Quality Assurance and Accreditation of Education, the Egyptian universities. The Workshop was organized by the Higher Education Reform Experts (HERE) from Egypt chaired by Dr. Hany Madkour – HEREs chairman. (Find the presentations & photos below)

Accreditation of Continuous Professional Development in Health Care
A TAM workshop co-organized by: HERE team – Egypt, SPHERE, and NEO - Egypt

Faculty of Foreign Trade – Helwan Universty – Abou Elfeda st, Zamalek, Cairo.
Monday, 18th and Tuesday, 19th September 2017

Within the framework of activities of the Higher Education Reform Experts (HEREs), the National Erasmus+ Office – Egypt (NEO-EGYPT), and the Support and Promotion for Higher Education Reform Experts (SPHERE), a technical assistance mission took place on September 18 and 19 titled: 'Accreditation of Continuous Professional Development in Health Care'.
Ambassador Ivan Surkoš, Head of the European Union Delegation to Egypt said "The European Union and Egypt proudly look back on a series of joint achievements in the field of higher education and scientific research. Between 2008 and 2014, around 1000 students have benefited from mobility scholarships. Also, during the same period, Egyptian institutions have participated in 49 Tempus projects, involving 29 Egyptian universities." "These projects have played a key role in promoting the internationalisation and modernisation of Egyptian higher education institutions," he explained.
Ambassador Surkoš added that since the launch of Erasmus+ in 2014, 18 new projects involving Egyptian institutions have started, and 8 additional projects will be signed this year, all with a total budget of EUR 31 million funded by the European Union.
The workshop was hosted by Helwan University at the Centre of International Excellence affiliated to the Faculty of Foreign Trade. The workshop aimed to discuss the importance of renewing the license to practice the profession for health care professionals, and to get them acquainted with the European Systems in Continuing Medical Education (Continuing Professional Development), its tools of application, its teaching and learning methods used by accredited professional development providers, the ways of accreditation for the already accredited international activities; and discusses the ethics of accredited career development providers.
The workshop was animated by Prof. Andrew Long, Expert in medical education and Vice President (Education) at the Royal College – UK, in addition to Egyptian experts in higher education, and continuing professional training in the medical sector in Egypt.
The workshop was attended by representatives from the Ministry of Higher Education, The Supreme Council of Universities, The Ministry of Health, The National Authority for Quality Assurance and Accreditation of Education, the Egyptian Council for Medical Specialties, several Deans of faculties of Medicine, Dentistry, Nursing, Pharmacology, Physiotherapy, Applied Medical Sciences in the Egyptian public and private universities, armed forces, medical military academy, as well as representatives of professional syndicates, sciences associations. The Head of the EU Delegation to Egypt Ambassador Ivan Surkoš gave the opening speech of the workshop in company of Prof. Magued Negm President of Helwan University, Prof. Mohamed Elshennawy Advisor to the Minister of Higher Education, and Prof. Yasser Elshayeb, National ERASMUS+ Coordinator in Egypt. The Workshop was organized by the Higher Education Reform Experts (HERE) from Egypt chaired by Dr. Hany Madkour – HEREs chairman, and Prof. Mohamed Reda Bassyouni, the Workshop coordinator.
